Job Overview
The Quality Assurance Manager leads the Quality function across a portfolio of concurrent nuclear and civil construction projects. Reporting directly to the Director of Systems & Strategy, this role owns the quality program end to end, from pre-bid and contract review through ITP development, execution, inspection, nonconformance and corrective action, vendor quality, and client and third-party audits.
The QA Manager leads the QC team and serves as the company’s quality authority and primary QA interface with clients, designers, and contract administrators.
Key Responsibilities
Quality program ownership: Own and continuously improve the QA/QC program within the IMS (ISO 9001, CSA N-series).
Pre-bid & contract review: Lead contract and pre-bid quality reviews, identify contract-specific QA deliverables, testing, and warranty obligations.
Quality planning: Develop, review, and approve ITPs, Project-Specific Quality Plans and work quality documents; define hold and witness points.
Nonconformance & corrective action: Manage NCRs and CAPAs to closure with disciplined root-cause analysis and verification of effectiveness.
Inspection & surveillance: Oversee inspection, testing, quality surveillance, QSRs, and material verification across active sites.
Vendor & subcontractor quality: Maintain the Approved Vendor List and manage vendor evaluation, qualification, and supplier nonconformances.
Audits: Plan and conduct internal audits; support client, third-party, and registrar audits.
Reporting & client interface: Provide QA reporting and metrics, and serve as the primary QA contact for clients and designers.
Team leadership & nuclear quality: Lead, mentor, and develop QC staff while supporting CSA N-series requirements, including CFSI, FME, and special-process controls.
Required Qualifications
Proven leadership leading, mentoring, and developing quality staff. Diploma or degree in engineering, construction, quality management, or related field, or equivalent experience. 7+ years in QA/QC, including 3+ years in a lead or management capacity. Experience with ITPs, PSSQPs, NCR/CAPA systems, ISO 9001, auditing, and quality requirements on lump-sum projects.
Preferred Qualifications
Nuclear quality experience and familiarity with CSA N-series is a strong asset. Professional certification such as CQA, CQE, CQM, welding inspection, or NDE familiarity is preferred. COR and ISO 45001 familiarity, heavy civil and/or transit experience, and experience mentoring QC staff are assets.
