📍 Location: Toronto, ON (Onsite)
🏢 Client: Ministry of Public and Business Service Delivery and Procurement
📅 Contract: August 3, 2026 – March 31, 2027 (Extension Possible)

We are seeking an experienced Senior Business Analyst with a strong background in enterprise architecture, Agile delivery, and public sector digital transformation to join a high-impact government initiative.

🔹 Must-Have Skills:
✅ Experience with Azure DevOps
✅ Expertise in Agile development practices
✅ Strong experience writing User Stories and collaborating with development teams
✅ Knowledge of the Digital Dealer Registration Program
✅ Experience with Driver & Digital Dealership Registration Services in the ServiceOntario Portal
✅ Hands-on experience with Zachman Framework
✅ Knowledge of Checkpoints, TRA, PIA, Component Architecture & Design Patterns
✅ Experience creating Logical & Physical Architecture Artifacts
✅ Strong understanding of WCAG 2.0 and AODA Compliance
✅ Experience creating Wireframes, Use Cases, and User Stories
✅ Experience with Canada Post integrations and Payment Gateways
✅ Ability to produce enterprise architecture deliverables, including:
Checkpoint/Gating Matrix
Logical & Physical Documentation
Deployment Models
Business Architecture Approach
Sequence Diagrams
Data Flow Diagrams
ACT & ARB Documentation
🔹 Responsibilities:
Lead business analysis activities for complex I&IT initiatives
Gather, analyze, and document business and system requirements
Facilitate stakeholder meetings, workshops, and JAD sessions
Develop business cases, feasibility studies, and cost-benefit analyses
Create business process models, data flow diagrams, and traceability matrices
Ensure compliance with security, privacy, and accessibility standards
Support enterprise architecture and digital transformation initiatives
🔹 Preferred Qualifications:
✔️ Previous Ontario Public Sector (OPS) or public sector experience
✔️ Experience with Service-Oriented Architecture (SOA) projects
✔️ Knowledge of integrated government service delivery environments
✔️ Strong documentation, analytical, and stakeholder management skills
📌 Experience Required:
10+ years of Business Analysis and Enterprise Architecture documentation experience
Experience with Agile and structured methodologies
Strong understanding of systems design, business process mapping, and digital transformation projects
