Major Responsibilities
Implements detailed plans and recommends policies/procedures regarding physical security specific requirements. Audits effective deployment of physical security and risk measures.
Conducts research, audits and assessments into assigned areas ensuring that such research, audits and assessments takes into account developments within the security industry, corporate security standards, corporate policies      and practices, legislation and initiatives by other  levels of government.
Plan, support, and review Security Threat and Security Administrative Reviews for facilities to ensure the safeguards are sufficient and adequate defensive measures are in place to protect people and assets.
Provides input into and administers assigned project budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
Supervises assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
Represents Corporate Security to City divisions by providing advice, consultation and support to local property managers and senior management staff on security system, hardware, policies and procedures, health and safety and life safety compliance.
Makes recommendations to divisional management to support security operations and improve efficiency and effectiveness of service delivery that could result in alternate service delivery, changes in operational procedures, security system restructuring, and security resource allocation.
Provides security services to City owned and operated properties through security risk assessments and security design and installation projects.
Ensures staff adherence to and enforcement of security policies and various related Acts and Codes, including the Ontario Building Code, AODA, OH&S, MFIPPA, and Trespass to Property Act.
Supports and participates in major capital construction and infrastructure projects to ensure facilities meet security expectations, i.e.: collaborate with engineers and architects.
Provides project management services related to planned and on-demand security system installation and maintenance to ensure all standards, contracts and obligations are fulfilled.
Coordinates the preparation and compiles complete tender documents and specifications for tenders, Requests for Tenders, Requests for Quotations (RFQ), Requests for Proposals (RFP), and Divisional Purchase Orders (DPO) for capital contracts.
Maintains cooperative linkages with various law enforcement personnel, local Police divisions, emergency response agencies, local property owners and related organizations.
Ensures that security designs and recommendations adhere to site specific standards, site plans, policies and procedures. Provides and enhances security at City facilities to integrate with the Unit’s standard work plan and procedures.
Conducts security audits and implements cost effective solutions consistent with the overall vision of the Unit.
Checks Security Occurrence reports, identifies deficiencies and conducts security risk assessments.
Co-ordinates the response for corporate security special projects and programs assigned by the Supervisor, in support of the Manager and Director.
Liaises with divisional budget, accounting and administrative staff.
Represents the division as part of Security Capital Program.
Monitors changes to corporate policies and procedures and determines impact on program wide operations.
Coordinates and maintains ongoing tracking and follow up on Service Area directives with Divisional Management Team such as project status reports, project tracking reports, and security industry health and   safety initiatives.
Prepares regular reports with for Divisional Management Team on such issues as industry technology, industry trends, as well as Information Management.
Prepares documents for Divisional Management by conducting research, analysis and scrutiny of all applicable materials.
Coordinates and supports the work of divisional and corporate initiatives related to the division.
Organizes site visits with vendors, project meetings, auditing events and various project communication material as required.
Makes training presentations to all levels of divisional staff ensuring information on security systems, policies and procedures is disseminated/understood.
Researches and reports on a range of new projects and initiatives as they arise.
Supports the Supervisor and Manager by organizing security risk assessment project working groups, setting agendas, documenting and reporting findings and conclusions.
Coordinates project activities and provides direction as required. Monitors work output and ensures results are achieved within specified time frames and budget restrictions.
Key Qualifications:
Post-secondary education in a discipline pertinent to the job function combined with two (2) years of relevant security experience, or the equivalent combination of education and/or related experience.
Professional certification such as Certified Security Project Manager (CSPM), Certified Protection Professional (CPP), Physical Security Professional (PSP), Crime Prevention Through Environmental Design (CPTED), or any other recognized certificate in the field of security would be considered an asset.
Experience conducting Threat & Risk Assessments linked to physical security, in corporate buildings for large and small building complexes.
Experience with various security hardware, software, alarm technologies, video surveillance, intrusion detection, access control and keying systems.
Extensive experience working on medium to large scale capital projects, such as new office construction or renovation Experience working on medium to large scale capital projects as a Physical Security representative would be considered an asset.
Experience providing work direction, leading, coaching and/or training staff.
Comprehensive knowledge of common security policies and various related Acts and Codes, including the Criminal Code, Trespass to Property Act, AODA, NFPA and Occupational Health and Safety Act, etc.
Knowledge of building and construction methods and codes.
Ability to read and interpret drawings and specifications

Familiarity with Requests for Quotations (RFQ) and Requests for Proposals (RFP) processes.
Ability to report to various work sites.
Ability to work flexible hours in relation to the work schedule that may extend beyond core hours of work.
