Intermediate IT Project Manager – Technology Procurement & Transformation (Public Sector)
Stafingo is currently hiring on behalf of a confidential Public Sector client in Ontario for an experienced Intermediate IT Project Manager.
This opportunity is ideal for a seasoned Project Manager with a strong background leading enterprise-wide technology transformation initiatives, managing complex software procurement projects, and collaborating with executive stakeholders across large organizations.
The successful candidate will play a key role in driving strategic technology initiatives from inception through implementation, while ensuring alignment with organizational goals, governance requirements, budgets, timelines, and procurement policies.
Position Details :
Position: Intermediate IT Project Manager
Location: Toronto, Ontario
Work Model: Hybrid – 3 days onsite per week (Anchor days: Monday and Wednesday)
Contract Term: August 4, 2026 – February 3, 2027 Z(with potential of 6 months extension).
Compensation: $80.00/hr – $95.00/hr (depending on skills and experience)
About the Opportunity
As an Intermediate IT Project Manager within Technology Services, you will lead and oversee complex transformation initiatives with a strong emphasis on technology software procurement and enterprise project delivery.
You will be responsible for managing large-scale, multi-stakeholder technology projects while supporting procurement activities, vendor management, contract negotiations, change management initiatives, and executive-level reporting.
This role requires a strategic thinker who can successfully navigate complex organizational environments, influence stakeholders at all levels, and drive project outcomes that support business transformation and digital modernization objectives.
Key Responsibilities :
Project Leadership & Delivery
Lead enterprise-wide technology transformation projects from initiation through completion.
Develop project charters, project plans, schedules, work breakdown structures, and delivery roadmaps.
Manage project scope, timelines, budgets, resources, quality, and deliverables.
Monitor project performance and ensure alignment with strategic business objectives.
Manage project dependencies and critical path activities.
Technology Procurement & Vendor Management
Lead technology procurement initiatives and software acquisition projects.
Develop procurement strategies and support procurement planning activities.
Prepare, review, and manage procurement-related documentation including:
REOI (Request for Expression of Interest)
RFI (Request for Information)
RFP (Request for Proposal)
RFQ (Request for Quotation)
SOW (Statement of Work)
MOU (Memorandum of Understanding)
SLA (Service Level Agreement)
Coordinate vendor evaluations, selection processes, contract negotiations, and award recommendations.
Manage vendor relationships and ensure contractual obligations and service levels are achieved.
Financial & Resource Management
Develop and manage project budgets and forecasts.
Ensure compliance with financial policies, procedures, and governance requirements.
Monitor project expenditures and resource utilization.
Report on financial performance and project variances.
Risk, Issue & Change Management
Identify, assess, and mitigate project risks.
Develop risk response and contingency plans.
Manage project issues and escalations through resolution.
Lead organizational change management activities to support successful adoption of new technologies and business processes.
Stakeholder Engagement
Establish strong relationships with executive leadership, business stakeholders, technical teams, consultants, contractors, and vendors.
Facilitate workshops, project meetings, steering committee sessions, and stakeholder consultations.
Provide strategic guidance and recommendations to senior leadership.
Communicate project status, risks, issues, and decisions effectively to diverse audiences.
Governance & Reporting
Ensure compliance with project management methodologies, governance frameworks, and organizational standards.
Prepare executive-level reports, dashboards, presentations, and status updates.
Support governance committees and project review processes.
Participate in architecture, change advisory, and governance board activities.
Team Leadership
Direct cross-functional project teams consisting of internal staff, consultants, contractors, and vendors.
Provide leadership, guidance, coaching, and workload management.
Foster collaboration and accountability across project teams.
Mandatory Qualifications :
Education :
Post-secondary education in Computer Science, Computer Engineering, Information Technology, Business Technology, or a related discipline.
An equivalent combination of education and professional experience may be considered.
Certification :
A Project Management Professional (PMP) certification is required.
Project Management Experience
Candidates must demonstrate extensive experience:
Managing complex enterprise-wide IT transformation initiatives.
Leading projects in large multi-departmental environments.
Managing project scope, schedules, budgets, resources, risks, issues, and quality.
Delivering business transformation and technology modernization projects.
Managing data transformation and migration initiatives.
Supporting user experience optimization and organizational change initiatives.
Procurement & Contract Management Experience
Significant experience managing technology procurement initiatives.
Experience with contract negotiations and vendor management.
Strong knowledge of procurement processes, evaluation methodologies, and contract administration.
Experience leading large technology software procurement projects.
Technical & Leadership Skills
Experience managing large-scale multi-divisional technology projects.
Experience working in matrix project management environments.
Strong understanding of project governance and PMI-based methodologies.
Exceptional communication, presentation, negotiation, and stakeholder management skills.
Experience leading technical teams involved in application development and infrastructure implementations.
Tools & Methodologies
Experience with project management and collaboration tools such as:
Microsoft Enterprise Project Management (EPM)
Microsoft Project
SharePoint
Equivalent project scheduling and document management platforms
Preferred Qualifications :

Public Sector experience
Certified Scrum Master (CSM) certification
Experience leading major technology procurement programs
Experience supporting digital transformation initiatives
Experience working with executive steering committees and governance boards
Knowledge of enterprise architecture and change management frameworks
