Business Analyst (Government)
On-site – Toronto, Ontario, Canada
Contract (Open to Canadian Contractors)
$400 – $550 per day
Overview
We are seeking an experienced Business Analyst to support government I&IT initiatives. This role involves working closely with stakeholders to analyze business needs, develop requirements, and contribute to the delivery of effective technology solutions aligned with public sector standards and methodologies.
Key Responsibilities
Provide a full range of I&IT business analysis services across diverse business and technology environments
Engage stakeholders and subject matter experts to gather, document, and validate business requirements
Lead business analysis activities across all project phases, aligning with OPS methodologies and governance frameworks
Develop business cases, feasibility studies, and cost-benefit analyses for I&IT initiatives
Facilitate workshops (e.g., JAD sessions), interviews, and stakeholder consultations
Create deliverables such as process maps, use cases, data models, and system diagrams
Apply business process re-engineering concepts to drive efficiency and innovation
Develop performance measures and traceability matrices; conduct follow-ups and evaluations
Support RFP processes, including requirements definition and vendor evaluation
Required Skills & Experience
Proven experience leading business analysis activities on medium to large-scale I&IT projects
Strong experience with:
Requirements gathering and documentation
Business case development and options analysis
Process mapping, data modeling, and use case development
Functional and non-functional requirements definition
Hands-on experience facilitating workshops and stakeholder engagement sessions
Knowledge of Software Development Life Cycle (SDLC), including design, development, and integration
Experience with CASE tools and business analysis methodologies (Agile, Waterfall, hybrid)
Strong analytical, problem-solving, and decision-making abilities
Excellent communication and interpersonal skills
Government experience preferred.
Desirable Qualifications
Knowledge of Information Management principles and practices
Experience with accessibility standards, including AODA
Familiarity with client standards, Enterprise Architecture, and governance frameworks
Experience with business modeling techniques (functional modeling, process mapping, event modeling)
Understanding of emerging I&IT trends and technologies
