About the Role
Our client is seeking an experienced Business Analyst (Functional/Technical) to play a pivotal role in supporting the implementation, governance, and continuous improvement of PMO frameworks, processes, and tools. This role will provide oversight and advisory support to senior leadership while driving operational readiness, reporting excellence, and performance management within the I&IT PMO.
Key Responsibilities
PMO Governance & Delivery
Promote and implement PMO frameworks, policies, processes, and tools through action plans, communication strategies, and change management.
Lead analysis of PMO functions, processes, and tools to drive continuous improvement and stakeholder alignment.
Define, document, and evolve KPIs to monitor the I&IT business unit.
Support operational readiness, testing, and quality assurance activities across projects.
Track project portfolio status, risk registers, and reporting compliance to ensure transparency and consistency.
Performance & Financial Reporting
Prepare, track, and maintain KPI, headcount, financial, and procurement records.
Develop periodic and ad hoc reporting packages, dashboards, and scorecards for executive review.
Stakeholder Engagement
Partner with business leaders across I&IT and the client to gather and analyze data for evidence-based decision making.
Deliver strategic communications aligned with enterprise standards (presentations, reports, forums).
Qualifications
Education
Degree or diploma in Business Administration, Information Systems, or related discipline; or equivalent education and experience.
Experience
7+ years in PMO governance, frameworks, and tools implementation.
7+ years supporting PMO process analysis and continuous improvement.
7+ years of project management delivery, with a focus on operational readiness, testing, and quality assurance.
Demonstrated experience in performance reporting, financial tracking, and stakeholder engagement.
Public sector experience is an asset.
Certifications:
➡️ CPA, CA, or CMA (required).
PMP or PRINCE2.
Agile (ACP, CSPO), ITIL Foundations, Six Sigma, PROSCI.
Technical Competencies
Strong financial and business analysis skills (budgeting, forecasting, ROI, business planning).
Advanced knowledge of MS Office tools, Visio, PowerPoint, Power BI, PowerApps.
Strong interpersonal, facilitation, conflict resolution, and executive communication skills.
