Senior Business Analyst

About the job
We are looking for an experienced Senior Business Analyst to join a public sector I&IT team supporting enterprise transformation, modernization, and service delivery initiatives.

Contract: September 21, 2026 – March 31, 2027

🔑 Key Responsibilities

Lead and conduct business analysis for complex I&IT initiatives and enterprise transformation projects.
Engage with business stakeholders and SMEs to gather, analyze, document, and validate requirements.
Lead in-depth workshops, stakeholder sessions, discovery activities, and requirements elicitation.
Develop functional and non-functional requirements, business processes, business rules, user stories, use cases, and user flows.
Lead business process re-engineering, process mapping, customer journey mapping, and service improvement initiatives.
Support product planning, backlog management, prioritization, and collaboration with Product Owners and Agile teams.
Develop business cases, options analysis, cost-benefit analysis, and feasibility studies.
Support QA, UAT, architecture, technical teams, and solution implementation activities.
Prepare presentations, briefing materials, training materials, and stakeholder communications.
Identify dependencies, risks, gaps, and opportunities for process and customer experience improvements.
Provide leadership, mentoring, and guidance to Business Analysts and Agile delivery teams.

✅ Must-Have Qualifications

10+ years of experience working as a Business Analyst.
Strong experience with both Agile and Waterfall methodologies.
Experience leading requirements gathering and developing functional and non-functional requirements.
Strong experience facilitating workshops and stakeholder engagement.
Experience with business process re-engineering, business modelling, business rules, user stories, use cases, process flows, and user interface requirements.
Experience supporting enterprise transformation, modernization, or service delivery projects.
Experience with MS Office – PowerPoint, Excel, and Visio.
Experience with Azure DevOps and/or Jira.
Strong communication, facilitation, negotiation, problem-solving, and stakeholder management skills.
Knowledge of Agile I&IT methods and enterprise architecture concepts.

⭐ Nice to Have

Agile Coach, Scrum Master, or Lean Six Sigma certification.
Experience within the Ontario Public Service environment.
Knowledge of AODA and accessibility standards.
Experience with enterprise business architecture and large/medium-sized I&IT projects.
