IT Program Manager – Student Information System (SIS) Program
Remote, Saskatchewan, Canada
Contract
$50,  $80 per hour

We are seeking a senior IT Program Manager to lead a large-scale Student Information System (SIS) implementation program across Regional Colleges and DTI.
This role is best suited for candidates who have successfully delivered complex, multi-organization, important: This role requires direct experience leading enterprise IT transformation programs, not only project management experience.

Key responsibilities include:
Establishing the program strategy, roadmap, and integrated delivery plan
Leading cross-organization teams and coordinating dependencies
Managing executive stakeholders, colleges, government partners, and vendors
Overseeing SaaS implementation, data migration, and system integrations
Managing contracts, SOWs, and vendor performance
Establishing governance, reporting, and program controls
Managing risks, issues, and escalations
Overseeing program budgets, funding milestones, and benefit realization

Minimum Required Experience
Candidates should clearly demonstrate:
Program Leadership
Leading large, multi-year, multi-organization IT programs
Experience representing the client in complex delivery environments
Building and guiding delivery teams across organizations
Stakeholder Management
Managing diverse stakeholders, including:
Government
Educational institutions
External technology vendors
Executives and senior leadership
Vendor & Contract Management
Managing enterprise vendors and complex Statements of Work (SOWs)
Contract negotiations, change management, and milestone tracking
Governance & Risk Management
Establishing program governance structures
Managing risk, issues, escalations, and reporting frameworks
Enterprise IT Implementation Experience
Must include experience with at least one of the following:
Student Information Systems (SIS)
ERP or large enterprise platform implementations
SaaS-based enterprise solutions
Legacy system replacement programs
Data migration and system integrations

Strongly Preferred
Candidates will be prioritized if they have:
Experience working with Regional Colleges or DTI
Experience with the Government of Saskatchewan
Delivery of Student Information System (SIS) transformation programs
Existing stakeholder relationships that support program startup
