The Professional Institute of the Public Service of Canada, a national union representing some 70,000 professionals and scientists throughout Canada, requires a Team Lead, Public & Corporate Communication for a 6 month term for its National Office in Ottawa.

What can I expect to do in this role?

 

Under the direction of the Director, Public Affairs & Corporate Communications, the Team Lead, Public Affairs is responsible to provide functional guidance over the operations of PIPSC’s public affairs team.

 

Primary responsibilities:

 

Assign and distribute work to the members of the public affairs team and provide functional guidance through coaching and direction on more complex assignments, monitoring complex files, and ensuring consistency in approach. Establish priorities and deadlines and ensure efficient and timely service and quality control.Design and oversee the implementation of PIPSC’s political action and stakeholder engagement activities according to PIPSC strategic directions.Coordinate and advise staff, Stewards and other elected officials in support of political action and stakeholder engagement campaigns.Develop and provide training to internal/external clients on political action, stakeholder engagement and strike activities.Work with the Collective Bargaining Division to augment engagement/organizing activities undertaken by Negotiators.Identify and propose target locations for meetings, engagement activities, organizing campaigns and job actions.Work with communications colleagues to develop and produce Web-based and print communication materials for lobbying, advocacy and recruitment activities.Provide technical advice and support to internal/external clients.Assist in the preparation of and monitor the budget for public affairs and corporate communications activities and recommend payment of expenditures.Perform the research and analysis necessary to reframe and refocus campaigns in response to changing conditions.Support the introduction of newly organized groups to PIPSC By-Laws, Regulations and Policy and to their assigned Negotiator and other officer staff.Prepare periodic interim and comprehensive final reports, including recommendations for recruitment activities.Participate in multi-disciplinary teams assigned to special projects and work collaboratively with employees in other sections.May be requested to undertake other related duties on a periodic basis.

Knowledge and Experience Requirements

 

Education / Experience:

 

University degree, or equivalent, in labour relations, political science, communications, public administration or a related disciplineFive (5) to seven (7) years recent experience as an organizer for a union, non-profit or political organization, or an equivalent combination of education and experience.

Language requirement:

 

Fluency in both official languages (French and English) is preferred

Skills and experience required:

 

A thorough knowledge of the authorities governing employer / employee relations in the federal public service of Canada and other jurisdictions in which Institute members are employed, particularly as legislation relates to collective bargainingA thorough understanding of the operations of the Professional Institute as they relate to the provision of collective bargaining and representational services to members.Demonstrated technical expertise in political organizing and engagementExperience in team building and team leadershipDemonstrated understanding of data-driven campaign strategies, and experience in using the latest technology for data management, communications, reporting, monitoring and evaluation of mobilization activitiesAbility to define and address issues as they arise, and to adjust programmatic activities based on changing political circumstances and in response to needsExceptional interpersonal skills to effectively interact with colleagues and stakeholdersExperience in results-oriented program design, strategic planning, and program evaluationProven capacity to communicate skills and experience to others as a trainer, advisor or mentorVerbal and written communications skills to effectively present information in a clear and persuasive manner, and facilitate meetings with stakeholders and staffProject management and coordination skills

Compensation Package

 

Salary Range: $108,929 to $136,161 (G7)Group Benefits (Health, Dental)Vacation (4 weeks/year) and other generous paid leavePaid time off from December 27th to 31st

Preference will be granted in accordance with the Collective Agreement for the IAM local 3011 bargaining unit.
