What We Seek

Reporting to the Manager, Learning and Organizational Development, the Talent Management Specialist is responsible for leading and coordinating corporate talent management programs and related human resources projects and initiatives that contribute to a prepared, skilled and engaged workforce.

Talent Management Specialist With OCHC

The Specialist works in collaboration with internal and external stakeholders, undertakes a wide range of research on best practices in talent management, undertakes data analysis activities, develops programming, content, and coordinates initiatives that build organizational capacity and performance. The Specialist provides information and advice to stakeholders on programs and initiatives and facilitates a continuous improvement environment based on effective talent management practices and statutory requiremen ts.

As a Talent Management Specialist, some of the things you will do include:

Develops and implements the annual corporate learning plan, in collaboration with stakeholders including designing solutions to meet corporate / legislated / regulatory requirements within budgetCoordinates and supports the administration of learning and development activitiesConducts learning and development needs analyses in collaboration with stakeholders to determine related requirementsCollaborates with subject matter experts to develop content and training materials that effectively achieve learning objectivesDevelops evaluation methods and tools, and prepares reports and presentations on the effectiveness and impact of corporate learning and development programs and initiativesMonitors for and identifies continuous improvement opportunities, including the planning, delivery, tracking and reporting of talent management programsLeads and participates in identified initiatives and projects within the HR team and corporately that contribute to a prepared, skilled and engaged workforceUndertakes research, compiles and analyzes data, and prepares reports, recommendations, and presentationsSupports the development and maintenance of policies, procedures processes and other documentation related to talent management programsSupports the identification and implementation of initiatives that support Employee EngagementCoordinates and supports the corporate Performance Development Program (PDP) and Competency ModelContributes to the development, implementation and coordination of a corporate Leadership Development Program, including learning strategies, coaching, mentorship and successionCoordinates corporate Employee Recognition Programs and related initiatives and activities that align with OCH’s Culture RoadmapCoordinates the Employee Exit Survey & Interview process, including ad-hoc and annual reporting on key trends and findingsCoordinates the implementation of the New Hire Onboarding Program, including the roll out and sustainment of new and continuous improvement of  revised p rogram elementsCreates concise and engaging internal communications in support of talent management programsCoordinates and supports activities related to the development and optimization of HRIS functionality and reporting, and other IT-driven business solutionsAdministers service agreements with external partnersMonitors external developments and talent management trends in the HR industry, identifying best practices and analyzes and reports on impacts, opportunities, and risksCreates and uses development processes, tools, templates and assessmentsSupports the development of key HR metrics and compiles, analyzes and organizes data into reports that enable effective business decisions and improvementsPromptly reports workplace accidents or incidents and unusual or dangerous work conditionsWorks in alignment with OCH vision, mission, values, interests, plans and objectivesPerforms work in accordance with applicable health, safety and privacy legislation, policies and procedures, and other legislation, policies and procedures relevant to area of work

What You Bring

Education & Experience:

A typical candidate will have the following qualifications and experience.  Exceptional candidates with different qualifications will be considered at the discretion of the employer if demonstrated experience, knowledge, and ability warrant.

Completion of a post-secondary program in Human Resources or a related fieldA minimum four (4) years of related human resources experience in a unionized environment including experience working with and optimizing human resource information systemsExperience applying talent management strategiesPossess or working towards a Certified Human Resources Professional designation is preferredBroad knowledge of Human Resources practices and proceduresKnowledge of best practices and techniques related to learnin g, succession, perfor mance management, recognition, engagement, change management and other talent management related programsKnowledge of adult learning principlesBroad familiarity with project management principles and practicesKnowledge of human resource information systems capabilities, data extraction and analysis techniques, and methodologies to present data to end usersKnowledge of Word, Excel, PowerPoint, Outlook, database applications and other standard corporate, learning and HR softwareUnderstanding of the values, vision and mission of Ottawa Community Housing and a commitment to support those objectivesKnowledge of applicable health and safety legislation, including the rights and responsibilities of workersMust be familiar with applicable statutory requirements, policies, procedures and guidelines relevant to area of work
