SGI (Saskatchewan Government Insurance) is seeking a Senior Project Manager resource for a nine-month term with the option to extend. Please limit submissions to your top 3 candidates.

 

Position Details:

Title: Senior Project Manager

Duration: 9 months (potential for extension)

Start Date: July 2, 2025

Department: Strategy Realization Office

Location: Services would be carried out in-person at the Regina head office ideally, but open to some level of hybrid arrangement.

 

Experience- Mandatory

10+ years progressive experience in project and program management, ideally with hybrid delivery (Agile + Waterfall) across business and IT domains.
Experience operating within or alongside enterprise governance structures, including steering committees, program sponsors, and oversight bodies.
Track record of leading complex, multi-stakeholder projects with significant transformation, operational, or system change components.
Prior experience with vendor or third-party management, particularly in contexts where accountability must be tightly managed across internal and external contributors.
Preferred: experience working in public sector, insurance, or other financial services.

 

Requirements:

The Senior Project Manager will be responsible for the management of one of SGIs core Intentional Governance programs being managed through the Strategy Realization Office. The Senior Project Manager provides a combination of Project and Program Management services to one of our core strategic programs. The Senior Project Manager will report to the Senior Director, Strategy Realization Office and will be assigned to a VP level Program Sponsor in furtherance of a core strategic delivery program.

 

Key Roles and Responsibilities (primary list, not exhaustive):

 

1. Program Integration and Oversight

Ensure alignment of assigned project(s) to overall program strategy, outcomes, and value drivers as defined through Intentional Governance.
Contribute to and maintain the Program Charter and Terms of Reference in collaboration with Program Sponsor and Program Committee.
Integrate project activities, timelines, and interdependencies with other initiatives within the broader program portfolio.
Maintain visibility on cross-cutting risks, assumptions, issues, dependencies, and decisions (RAIDD), and escalate appropriately at the program level.

 

2. Project Delivery Leadership

Lead the planning, execution, monitoring, and closing of assigned projects with full accountability for scope, schedule, budget, and quality.
Drive delivery practices that align with the standards set by the Strategy Realization Office, including iterative chartering, milestone management, and regular checkpoint reviews.
Ensure project controls (e.g., change control, RAID management, resource plans, etc.) are in place and consistently maintained.

 

3. Stakeholder Engagement and Governance Reporting

Act as the primary liaison between project teams and the Program Steering Committee, ensuring clear and timely communication.
Prepare and deliver governance reporting artifacts including checkpoint reports, milestone updates, and risk/issue summaries for steering committee and executive forums.
Support the Program Sponsor in engaging divisional stakeholders and communicating progress and key decisions across the organization.

 

4. RAIDD Management and Decision Facilitation

Maintain a high-quality RAIDD log with appropriate status, ownership, and mitigation strategies.
Proactively manage and facilitate resolution of project and program-level risks, issues, and decisions.
Engage with PMO or Governance Leads to escalate and socialize items that require executive or cross-program resolution.

 

Necessary Knowledge, Skills, and Experience:

 

Program and Project Management Frameworks

Deep understanding of program management methodologies (e.g., MSP, PgMP) and project management practices (e.g., PMBOK, Agile, hybrid) with the ability to flex delivery approaches based on context.
Enterprise Governance and Strategic Alignment

Familiarity with corporate governance principles, portfolio management practices, and enterprise-level decision-making, including experience working within structured governance frameworks such as Intentional Governance or similar.
Business and Technology Integration

Strong grasp of how business strategy, operational processes, and technology delivery intersect—particularly in environments undergoing digital transformation or modernization.
RAIDD Management

Proficient in maintaining and leveraging robust Risks, Assumptions, Issues, Dependencies, and Decisions tracking tools and methodologies to support program integrity and executive engagement.

High attention to detail and discipline in maintaining delivery artifacts, milestone plans, and governance reporting tools in alignment with established standards.
