Senior IT Technical Project Manager – Microsoft 365 Copilot & AI Enablement

Location: Toronto, ON (Hybrid – 3 days onsite, 2 days home)

Contract: 12 months + possible 12-month extension

Compensation: $85–$105 per hour

About the Role

We are seeking an experienced Senior IT Technical Project Manager to lead the end-to-end delivery of Microsoft 365 Copilot and AI enablement initiatives for a major public sector organization in Toronto.

This role will drive the rollout of:

• Microsoft 365 Copilot & Microsoft Chat

• Copilot Studio AI agents within the Power Platform ecosystem

• GitHub Copilot for developer productivity

This is not a generalist PM role. The successful candidate must possess strong technical fluency within the Microsoft 365 ecosystem, including governance, compliance, identity and access management, and enterprise SaaS deployment.

You will work closely with program leadership, engineering teams, security stakeholders, and business leaders to ensure secure, compliant, and production-ready AI capabilities are delivered across the organization.

Key Responsibilities

Microsoft 365 Copilot & Microsoft Chat Rollout

Lead delivery of the enterprise rollout plan, including licensing activation, onboarding, communications, and training.
Manage technical prerequisites for M365 Copilot adoption, including identity, access, and readiness planning.
Coordinate phased rollout strategies and adoption measurement.
Copilot Studio & Agentic AI Delivery
Plan and coordinate the development of Copilot Studio AI agents.
EstablishPower Platform governance controls, including environments, access, and DLP policies.
Support the creation or prototyping ofbasic Copilot Studio agents to validate delivery patterns.
GitHub Copilot Rollout
Lead the rollout of GitHub Copilot across developer teams.
Coordinate onboarding, adoption measurement, and governance alignment with enterprise policies.
Security, Compliance & Governance

• Coordinate completion of governance assessments, including:

Security Architecture Review (SAR)
Threat Risk Assessment (TRA)
Privacy Impact Assessment (PIA)
Information Management (IM)
Identity & Access Management (IAM)
Collaborate with security teams on cloud compliance controls, data protection, and risk mitigation.
Support governance frameworks related to Microsoft Purview and enterprise compliance controls.
Stakeholder & Delivery Management

Manage stakeholder relationships across security, engineering, and business teams.
Provide clear delivery reporting, including risks, dependencies, and escalation management.
Facilitate delivery forums and cross-team coordination meetings.
Required Experience

5+ years leading complex technology or enterprise SaaS rollout projects
Experience delivering Microsoft 365 implementations or enterprise SaaS rollouts
Experience coordinating security, privacy, compliance, and governance gates
Strong experience managing technical project delivery within large organizations
Experience managingenterprise adoption, onboarding, and training initiatives
Technical Knowledge

Strong understanding of:

• Microsoft 365 Copilot ecosystem

•Microsoft Graph permissions model

•Identity & access management (IAM)

•Information protection & compliance controls

•Data Loss Prevention (DLP) governance

•Power Platform administration and governance

Nice to have:

• Experience with Copilot Studio AI agents

• Experience managingGitHub Copilot rollout initiatives

• Ability to prototypebasic Copilot Studio agents

Qualifications

• Post-secondary education in Computer Science, IT, Engineering, Business, or related field

• Knowledge ofPMI PMBOK project management practices

• Understanding ofInformation Management principles

• Knowledge ofAccessibility for Ontarians with Disabilities Act (AODA)

• Excellent stakeholder communication and leadership skills
