About the Opportunity
Our procurement team is seeking a highly skilled Procurement Specialist to join our Cross-Functional Teams (CFTs) on an as-and-when-requested basis. You will play a key role in developing new cloud services procurement vehicles using agile procurement processes.
Key Responsibilities
Provide expert advice and coaching on developing evaluation criteria in an agile procurement context.
Draft solicitation documents (e.g., RFI, ITQ, RRR, RFP, RFSO, RFSA).
Engage collaboratively with the supplier community.
Apply federal procurement policies, standards, regulations, and international trade agreement obligations to develop and execute complex procurement strategies.
Manage complex contracts from inception to completion.
Analyze business requirements, identify gaps, and provide actionable recommendations to management.
Develop and/or deliver procurement-related training (including course name, target audience, objectives, and your role).
Draft procurement documentation and address complex issues, such as:
Responses to inquiries from the Office of the Procurement Ombudsman (OPO)
Responses to challenges/complaints to the Canadian International Trade Tribunal (CITT)
Support or preparation of Treasury Board submissions related to procurement.
Mandatory Experience
The successful candidate must demonstrate:
Minimum 1 year providing advice and coaching on evaluation criteria in an agile procurement context, backed by two (2) distinct public sector projects/contracts (same organization allowed) of at least 6 months each within the past 5 years.
Experience with at least 3 projects in the last 10 years analyzing business requirements, identifying gaps, and making recommendations.
Experience in public procurement activities, IM/IT, and cloud services, agile procurement processes.
Experience developing or delivering procurement training (repeated delivery of the same course does not count for additional credit).
Demonstrated experience addressing complex procurement and contracting issues as outlined above.
Work Schedule
Operational hours: Monday–Friday, 7:00 a.m.–6:00 p.m. EST (7.5 hrs/day within this window), May require occasional evening, weekend, or holiday work.
