Position title: W0113-25-AA010 – Junior Human Resource Consultant – Bilingual

Working Status: On-Site

Location: 25 Chem. du Grand Bernier S, Saint-Jean-sur-Richelieu, QC

Security:Reliability – Need to be living in Canada for 5 years

Hours: 7.5 hours a day

 

Mandatory

Academic Certification (degree, etc.) must be obtained through a recognized* academic institution in the field of expertise.Professional CertificationProficient in both English and French, with the ability to communicate orally and in writing in both official languages without assistance and with minimal error.Must have at least twenty (24) months experience providing client service support within the last five (5) years.

SCOPE OF WORK

The Department of National Defence (DND) has a requirement for One (1) Junior Human Resources Consultants to support the Canadian Forces Leadership and Recruit School (CFLRS), Saint-Jean-sur-Richelieu QC. The primary objective of this requirement is to offer administrative support for the efficient processing of travel claims submitted by Canadian Armed Forces (CAF) members attending training courses at the Canadian Forces Leadership and Recruit School (CFLRS).

 

TASKS

Travel Claim Processing:Receive, review and processing travel claimsEnsure that all required documentation is included and that claims are accurate and completePolicy Compliance:Ensure claims conform to relevant policies, directives, and regulations governing travel expenses, such as the National Defence and Canadian Travel Directive.Communication and Coordination:Provide guidance to CAF member on the proper completion of travel claims and address any questions or concerns they may have regarding the process.Liaise with other administrative teams and units to ensure consistent service to verify travel details, resolve discrepancies, and facilitate smooth processing of claims.Recordkeeping:Maintain accurate records of all processed claims and supporting documentation for auditing purposes and future reference.Other Administrative Duties as Required:Support special projects related to the improvement of claims management systems and administrative workflows.Ensure adherence to confidentiality and security protocols in handling sensitive recruit information.Participate in team meetings to align efforts with CFLRS priorities.

 

 

 

Deliverables

The contractor must provide the following deliverables:

Complete claims for all recruits and staff in accordance with CFLRS administrative standards and policies. This ensure claims are accurate, complete, and up to date as per the requirements outlined by the Technical Authority (TA).All deliverables are to be completed in hard or soft copies using appropriate software formats, such as MS Office Suite applications, PDF software i.e. Foxit application, Claims-X management software, as identified by the Technical Authority (TA). Regular audits and updates must align with the Strategic Intake Plan (SIP) timelines and requirements.

Other Tasks

The required services may include, but are not limited to the following:

providing operational HR servicesdeveloping resourcing strategies linked to HR plans, job marketing strategy and toolsassisting in redress process, appeals, grievances etc.providing advice on and/or performing analysis of the HR strategic direction and assisting in the development of HR options, aligning and integrating the HR plans with the strategic direction of the organization’s business planparticipating in the development of potential HR models and assisting in the implementation of HR requirements and a transition plan to meet HR needsdeveloping, implementing and providing advice on policies, programs and procedures regarding human resource services and programsplanning human resources in areas such as organizational development, organizational planning and design, human resources utilization, job analysis, performance planning, auditing and evaluating and forecastingproviding advice on and/or participating in the establishment of processes and HR systems support for human resources programs, services and activitiesproviding advice on and/or participating in the development of new programs for employees to retain career mobilityidentifying policy needs/concerns and performing comparative analysis of policies as well as developing policies, procedures, guidelines and strategiesplanning, developing, implementing and evaluating personnel and employee relations strategies including policies, programs and procedures to address an organization’s human resource requirementsadvising managers and employees on the interpretation of compensation and benefit programs and collective agreementsresearching, preparing and conducting grievance committees and prepare reportsconducting research and analysis and preparing recommendations, reports and/or conducting desk auditsleading, participating in the conduct of organizational and central agencies monitoring and audit initiativesnegotiating collective agreements on behalf of employers or employees, mediate labour disputes and grievances and provide advice on employee and labour relationsplanning and administering HR programshiring and overseeing training of staffcoordinating employee performance and appraisal programsconducting reviews, developing implementation strategiesdevelop training and information sessions on HR servicesproviding mentoring, tutoring and coaching assistanceassisting in the development of HR strategies to meet business needsassisting in the development of integrated business and human resources plan to meet the needs of the organizationdeveloping and monitoring framework, conducting monitoring activities and preparing monitoring reportsdeveloping, implementing HR related programs, framework and initiativesevaluating programs and activities and reporting on lessons learned or making recommendations for the futureresearching or fact finding developing, implementing and tracking service standards, agreementsreviewing and proposing various organizational models
