IT Technical Business Analyst – Senior

$40.00 – $80.00 per hour
Noramtec Consultants is seeking a Senior IT Technical Business Analyst to support a major health-sector initiative in Edmonton, Alberta. This role focuses on gathering, analyzing, and translating complex business requirements into clear technical specifications that support enterprise technology initiatives.
The successful candidate will collaborate with solution architects, project delivery teams, and senior business stakeholders to ensure requirements are well defined, validated, and aligned with operational and technical constraints. This role is critical to reducing delivery risk by ensuring that both business and technical teams have a clear understanding of solution expectations.
The ideal candidate will have experience working within the Canadian healthcare system, preferably within a provincial health environment, and demonstrate familiarity with healthcare information legislation such as the Health Information Act (HIA) or equivalent Canadian health information frameworks. Strong communication skills are essential, as the role requires translating complex technical concepts to both technical and non-technical audiences.
Key Responsibilities
Business Analysis & Requirements Management
Lead requirements gathering, documentation, and refinement with business and technical stakeholders.
Analyze and document business processes, workflows, and use cases.
Translate business requirements into technical specifications for architecture and development teams.
Assess technology and service requests, evaluating their operational impact.
Assist in the development of project plans, schedules, estimates, and task assignments related to technology initiatives.
Technical Evaluation & Solution Support
Research and evaluate emerging technologies relevant to assigned initiatives.
Assess existing systems and recommend remediation or modernization opportunities.
Support proof-of-concept initiatives and limited production deployments.
Contribute to solution documentation, architecture papers, and test plans.
Assist in identifying hardware and software requirements to support project objectives.
Provide technical recommendations to management, operations teams, and project stakeholders.
Qualifications
Minimum 6 years of experience identifying and documenting business and technical requirements.
Minimum 5 years of experience planning and conducting requirements gathering sessions.
Minimum 5 years of experience supporting the design, development, or implementation of IT solutions.
Experience working in complex healthcare environments or with provincial health systems is an asset.
Familiarity with healthcare privacy and information legislation, such as the Health Information Act (HIA).
