Must have a minimum one (1) year of experience in the last five (5) years in working in a project management team environment. This will include preparing technical documentation in the following areas:
Preparing, drafting and reviewing Strategic Context Document / Business Case AnalysisPreparing/developing Programmatic documentation such as Project Charters, Project Management Plans (PMP,) Doctrine, Risk AssessmentsPreparing/developing products for Project Management such as schedules, cost management, quality management, resources management and communications plans
Rated Criteria
PRT1. Demonstrate that the resource has Experience working within projects or capabilities linked to NORAD Modernization efforts
PRT2. Demonstrate that the resource has Experience working within a Combined Air Operations Center (CAOC) in a capacity directly related to process management, operations, research and/or IT revitalization.
PRT3. Demonstrate that the resource has Experience developing technical and/or operational level resource/business plans for major equipment upgrades within an organization.
PRT4. Demonstrate that the resource has Experience working in Major Capital Procurement in one or more of the following roles: within a Project Management Office such as (Deputy Project Manager, integrated logistics support or test and evaluation).
Objective
The purpose of this Statement of Work (SOW) is to define the scope, the deliverables and the contractual conditions that apply to the Future Combined Aerospace Operations Centre Capability (FCC) project and to define the Department of National Defence (DND) requirements
Tasks:
The Contractor will perform tasks in support of the FCC project. These tasks may include but are not limited to the following:
Create, draft and manage the completion of the Strategic Context Document (SCD) and Business Case Analysis (BCA);Consolidate the current CAOC technical landscape: Research and compile a list (in electronic format via MS Office products) of all software, hardware, personnel and processes currently in use by the CAOC capturing a description of the operational function it provides or supports;Create and maintain programmatic documentation including but not limited to Project Charter, Briefs, Project Management Plan (PMP), DOTMLPFI, risk assessment, Project backlogs, and Indigenous considerations;Develop products for project integration management including: assumptions log, work performance reports, change logs, and lessons learned register;Develop products for project scope management including: requirements management plan, requirements traceability matrix, and scope management plan;Develop products for project schedule management including: activities list, Work Breakdown Schedule, schedule management plan, Project schedule, and schedule baseline;Develop products for project cost management including: cost management plan, cost estimates, cost baseline, project funding requirements, work performance information and cost forecasts;As part of a team, develop products for project quality management including: quality management plan, quality metrics and quality reports/test/evaluation documents.Develop products for project resource management including: resource requirements, resource breakdown structure, resource management plan, team charter, resource calendars, and change requests;As part of a team, develop products for project communications management including: communications management plan;Develop products for project risk management including: risk management plan, risk register and risk reports;Develop products for project stakeholder management including: stakeholder register, stakeholder engagement plan, and issue log;Prepare for required project engagements and reviews such as Senior Review Board (SRB), Progamme Management Board (PMB), Independent Review of Defence Acquisition (IRPDA), and Defence Capability Board (DCB): including the preparation of PowerPoint presentations, Briefing Notes (BNs), etc and staffed via Royal Canadian Air Force Electronic Staffing System (RESS) when directed;Coordinate project meetings as requested by the Task Authorization Point of Contact (TA POC), and liaise with key stakeholders such as tactical, operational and strategic communities including but not limited to 1 Canadian Air Division, Chief of Air Staff, RCAF Air Warfare Centre, ADM (Materiel), Digital Services Group, ADM (Infrastructure and Environment), NORAD, Defence Research and Development Canada, Chief of Force Development, Chief of Combat System Integration, Canadian Army, Royal Canadian Navy, etc.Capture verbal and written (e-mail acceptable) reports of meetings as required by TA POC;Attend ad-hoc meetings, as-and-when requested by TA POC. At the discretion of the meeting organizer, meetings may occur either face-to-face at a DND facility or via teleconference; to be determined on a case-by-case basis;Prepare a monthly Status Report in a format agreed to by the TA POC and the Contractor, detailing the work performed and completion of assigned tasks.Reports must, at a minimum, include the following information:
Status of all outstanding and completed activities as identified in the task;Activities finalized to date including a list of completed reports and deliverables submitted;Problems encountered including details if activities are not progressing in accordance with the specific task authorization; andPotential issues which are likely to cause problems related to completed or outstanding work, and how these issues may impact the project schedule, cost, scope, quality, and task completion.
