Business Analyst (Government) – Contract

Contract Position

NORAMTEC is seeking an experienced Business Analyst (Government) to support complex public-sector digital, regulatory, licensing, and compliance programs in an on-site capacity. The ideal candidate brings deep experience across SDLC, data modelling, public-sector frameworks, and modernization of legacy environments.

Key Responsibilities
Engage business and IT stakeholders to understand and document requirements for new and enhanced functionality.
Lead and facilitate JAD sessions, sprint planning, and Agile ceremonies.
Produce high-quality BA deliverables, including functional and non-functional requirements, BRDs, SRDs, use cases, business process models, conceptual/logical data models, traceability matrices, test plans, test cases, and status reports.
Participate in corporate governance processes and contribute to business cases.

Technical Skills & Experience
Modeling & Methodologies
Strong knowledge of the SDLC, Waterfall, Agile/iterative approaches; proven experience leading sprints.
Hands-on experience with Business Object-Oriented Modeling, UML tools, and techniques.
Familiarity with Public Sector Digital Service Standards and digital assessment processes.
Experience with the Zachman Framework, public-sector architecture governance points, and required deliverables.
Technical Expertise
Experience in analyzing, estimating, and supporting system applications in large, integrated mainframe and mid-tier environments.
Background with legacy infrastructure and modernization initiatives.
Experience implementing COTS solutions such as Oracle Siebel and photo comparison technologies.
Ability to document requirements through storyboarding using Azure DevOps and Jira.
Experience with HP ALM/QC, PowerDesigner, prototyping tools, and reporting tools such as Power BI.
Experience with mainframe systems involving online/batch processing and financial reconciliation transactions.
Data & Analytics
Experience with data modelling, data analytics, data ingestion, data pipelines, and KPI-driven requirements gathering.

✅ Must-Have Qualifications
7+ years of Business Analyst experience, preferably in government or large public-sector environments.
Demonstrated SDLC experience (Waterfall, Agile/Scrum) with sprint leadership capability.
Experience with the Zachman framework and public-sector architecture deliverables.
Experience with data modelling, data analytics, data ingestion, and pipelines.
Proven ability to gather and interpret analytical and KPI-driven requirements.
