About the Opportunity
We are seeking an experienced Business Transformation Consultant to support enterprise-level digital transformation and large-scale IM/IT initiatives within the Government of Canada. This role requires a strategic advisor with extensive experience working across multiple federal organizations, engaging senior executives, and contributing to mission-critical service delivery initiatives.
The successful candidate will provide expert guidance on governance, policy development, performance measurement, risk management, and organizational transformation while supporting key government priorities.
Mandatory Qualifications
The contractor must demonstrate:
A minimum of ten (10) years of experience within the last fifteen (15) years supporting enterprise-level digital transformation or large-scale IM/IT initiatives within the Government of Canada.
Experience providing integration support or advisory services across multiple federal organizations.
Experience in at least three (3) of the following domains:
Networks and Infrastructure
Applications and Enterprise Systems
Identity and Access Management
In addition, the contractor must demonstrate:
A minimum of five (5) years of experience within the last ten (10) years providing strategic advice and decision support to senior stakeholders at the Director General (DG), Assistant Deputy Minister (ADM), or equivalent level.
Minimum of 48 months of relevant experience performing senior consulting, transformation, governance, policy, or strategic advisory functions.
Key Responsibilities
The successful consultant may be responsible for:
Monitoring, evaluating, and providing hands-on support in long-term strategic initiatives and daily departmental operations.
Reviewing and recommending amendments to legislation, policies, and guidelines related to governance, performance reporting, and risk management.
Providing strategic advice regarding public sector direction, planning, and organizational performance.
Identifying, researching, developing, and recommending policies and procedures to strengthen departmental operations.
Reviewing and preparing documents addressing current and emerging issues, including:
Briefing notes
Position papers
Speaking points
Policy research documents
Corporate reports
Protocols
Media materials
Presentations
Ensuring consistency with departmental priorities and broader Government of Canada positions.
