Senior Business Analyst Government / High Security Projects

Salary, based on experience
Our client is seeking two Senior Business Analysts to support large-scale Information Management (IM) and Information Technology (IT) initiatives within Top Secret / High Security Organization (HSO) environments for federal government clients.
This role is suited for highly experienced Business Analysts with a strong track record delivering complex IM/IT projects, producing formal artefacts, and engaging senior stakeholders in secure environments.
Mandatory Qualifications (MT)
Candidates must meet one of the following:
Bachelor’s degree in business administration or public administration
120+ months of IM/IT Business Analyst experience within the last 180 months
University certificate or college diploma in Business Administration, Public Administration, Information Technology, Computer Science, Engineering Technology, or another recognized degree
144+ months of IM/IT Business Analyst experience within the last 180 months
180+ months of IM/IT Business Analyst experience within the last 240 months
Required Experience
10+ years providing IM/IT business and technical analysis, recommendations, and advisory services
Proven experience eliciting, documenting, and validating:
Business requirements (including security requirements)
Technical/system requirements (including security requirements)
Extensive experience producing formal project artefacts, including at least five of the following:
Business cases, strategic analyses, and feasibility studies
Requirements matrices, RASI charts, governance plans
Business process maps, data models, and data dictionaries
Use cases, Agile user stories, system, and detailed design documentation
Demonstrated experience conducting:
Stakeholder analyses and requirements workshops
Client interviews, research, and process improvement studies
Change, transition, and training activities (SOPs, user manuals, transition documents)
Strong stakeholder management experience across large, multi-disciplinary teams
Strong Preference
Experience delivering projects in Top Secret / HSO environments (e.g., CSE, CSIS, DND, GAC, RCMP, FINTRAC)
Experience supporting User Acceptance Testing (UAT) for custom and/or COTS applications
Hands-on experience with:
Power BI and enterprise reporting tools (e.g., Tableau, Excel)
Advanced Excel-based analysis and reporting tools
Experience working in Agile (Scrum) and Waterfall delivery environments
Proficiency with:
JIRA & Confluence
MS Office Suite
SharePoint, TFS, or similar collaboration tools
