Senior GIS Systems Analyst and Developer

Are you a Senior GIS Systems Analyst and Developer with a passion for enterprise-level GIS infrastructure and middleware development? NORAMTEC is seeking an experienced professional to support and lead critical work on the Geospatial GIS Delivery Platform (GDP).

This is a remote contract opportunity open only to residents of Ontario, Canada.

Key Responsibilities
You will play a lead role in supporting three major Geospatial Ontario IT Program projects:
GIS Delivery Platform Modernization
Implement modern platform monitoring, analytics, and reporting middleware.
GEO Data Maintenance Modernization
Modernize the legacy LIO Editor GIS data maintenance solution, including infrastructure procurement, middleware configuration, and tool development.
GIS Delivery Platform Planned Maintenance
Deliver bi-annual maintenance, including patching, upgrades to FME, ArcGIS Server, Oracle, and more.
As part of these initiatives, you will:
Lead system architecture, design, development, and integration efforts.
Provide senior-level technical consulting and guidance.
Collaborate across multi-disciplinary teams, including government stakeholders.
Ensure compliance with Ontario Government IT governance standards.

Required Skills & Experience
Technical
Proficiency with Esri ArcGIS Enterprise (ArcPro SDK, ArcGIS Portal, Server, Notebooks, Image Server, File Geodatabases).
Experience with Microsoft Azure, infrastructure modernization, and networking.
Strong background in Python, JavaScript, HTML5, CSS, C#, .NET, SQL, FME, and SDKs.
Experience with VertiGIS/Geocortex, service-oriented architecture (SOA), and RESTful APIs.
Communication & Collaboration
Ability to communicate complex technical concepts to non-technical stakeholders.
Strong collaboration skills with business analysts, project managers, and developers.
Skilled in documentation, including installation guides and technical specifications.
Experience translating business requirements into technical solutions.

Desirable Skills
Cloud-based deployment (especially Azure).
Web application and microservice development.
Understanding of spatial data, GIS analysis, and enterprise data systems.

Qualifications
Minimum 7–10 years of experience in GIS systems development and architecture.
Previous experience leading SDLC processes and teams.
