Job Title: RFR-BA-341 – Business Analyst

Working Status: Services will be performed via remote access. Services shall not be performed remotely from outside of Canada.

Location: Winnipeg, Manitoba

Mandatory Requirements

Change management certification.Certification in Workforce Planning and Management.

Skills and Experience

10 years’ experience performing business analysis including developing models for operational service delivery and synthesizing findings to present to key stakeholder groups for decision making.5 years’ experience directly leading business analysts or business consultants in large-scale business transformation programs composed of large multiple concurrent projects.5 years’ direct, hands-on experience with complex business architecture and modelling, including working directly with executive leadership teams and facilitating stakeholder workshops, consolidating and synthesizing outputs to develop future state models, performance gap analyses, and develop transition plans to move to the future state.5 years’ experience facilitating assessments and workshops for organizational capability redesign activities and workshops, developing recommendations, conducting reviews with stakeholders, and obtaining approval with executives and senior leadership.5 years’ experience defining business cases for new initiatives and developing indicators for evaluating solution options to guide decision making.5 years’ experience working performing data analysis or mining with large data sets from multiple sources including developing database queries.3 years’ experience working in health human resource or health workforce planning data analytics.

Project Description:

Shared Health leads the planning and coordinates the integration of patient-centred clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

 

The Health Care Retention and Recruitment Office (HCRRO) reports to Manitoba Health, Seniors, and Long-term Care and is responsible for recruitment and retention of health care employees including physicians, nurses, paramedics, health care aides and allied health professionals in the province of Manitoba. Working in collaboration with Service Delivery Organizations (SDOs) and other areas of government, the HCRRO will increase health system resources by addressing barriers to recruitment, simplifying processes, and implementing modern recruitment and retention strategies.

 

The project focus will be on establishing and supporting systems to recruit individuals living in Manitoba but not working in the health system, as well as Manitobans studying or working outside the province. New initiatives will include working with regulatory colleges and other departments in government to increase training and learning opportunities to create clear pathways to meet licensing requirements.
