Mandatory Requirement
1. Must clearly demonstrate 2 years of experience within the past 5 years providing strategic or operational level advice to senior executives in a field related to GoC project

Scope
The Canadian Forces Health Services (CFHS) Directorate of Health Services Strategic Concepts (HS Strat) requires one (1) experienced senior-level project manager/administrator to lead in the research, preparation, collation, and submission of documentation for CFHS/HS Strat projects; in concert with the project analysis, planning milestones, and costing evaluations necessary for Defence Capability Board (DCB) programme approval. This represents a temporary workload increase to address the overarching goal of operationalizing the CFHS vision by prioritizing the project management objectives that directly support the latest CAF policy directives.
Background
The CFHS mandate is to provide an operationally deployable health services capability, to deliver quality healthcare to the CAF, and to provide strategic healthcare advice to senior leadership. To achieve this, the CFHS structure continues to evolve a broad front project-centric strategy that supports a full spectrum of modernization and operationalization initiatives. In accordance with Vice Chief of Defence Staff’s (VCDS) and Chief Combat Systems Integration (CCSI) guidance, the CFHS Strategy publication: Modern and Ready delivers a well-crafted vision for the renewed emphasis on the prioritization of DND/CAF healthcare objectives. The latest Defence Policy Update (DPU) and Our North Strong and Free (ONSAF) policy direction has also informed processes related to future Canadian military healthcare. Similarly, the CDS/DM Directive for the delivery of ready, resilient, and relevant forces specifically addresses the requirement for enhanced CFHS capabilities, and HS Strat serves as the CFHS lead agency in articulating and staffing these project requirements. Correspondingly, a senior-level project manager/administrator is required to support HS Strat in the staffing of all pertinent documentation necessary in securing formal DND/CAF/DCB governance approval.
Scope of work
The resource, as project administrator, will lead in the research, preparation, collation, and submission of staffing documentation relating to DCB review of CFHS/HS Strat projects.
The rights to any intellectual property created during this contract are retained by Canada.
Tasks
· Provide administrative support to HS Strat in all aspects of the DCB submission process – in accordance with the Project Approval Directive (PAD). This includes successful development of the Synopsis Sheet for Project Approval, Strategic Context Documents, Business Case Analysis, Statement of Operational Requirement, Risk Assessments as well as governance and oversight documents.
· Support HS Strat initiatives regarding Level 1 and 0 CAF governance in support to HS Strat DCB initiatives.
· Provide staffing support to HS Strat in the consolidation of Statements of Capability Deficiency (SOCDs) and Urgent Operational Requirements (UORs).
· Provide research and cost-analysis input in support to HS Strat projects.
· Support to the Dir HS Strat in the evaluation and analysis of potential procurement projects.
· Provide input and analysis to HS Strat for Institutional Modernization initiatives such as Digital Transformation.
· Provide input in support to HS Strat re: Doctrine, Organization, Training, Materiel, Leadership and Education, and Personnel, Facilities, Policy and Interoperability (DOTMLPFPI) analysis.
· Draft and present Business Case Analysis (BCA) for selected HS Strat projects.
· Draft and present documents, reports, and assessments to senior CFHS staff, as required; and
· As directed by HS Strat, provide analytical and written staffing support (briefing notes, nexus notes and power point presentations) to DHI, DHSO, HS Log, Surg Gen, Comd CF H Svcs Gp, DGHS Clinical and other senior Health Services staff as required.
